Animal Control Plan

As Sheriff, I will bring accountability, safety, and compassion to animal control and county ordinance enforcement across Saline County. My plan ensures responsible use of taxpayer dollars while addressing public safety and quality-of-life concerns countywide.

1. Strengthen and Modernize the County Ordinance
Modify the existing county ordinance to authorize the Saline County Sheriff’s Office to seize and care for abused, neglected, or dangerous dogs. This will give deputies the clear authority and responsibility to protect both residents and animals in urgent situations.

2. Establish a Dedicated Animal Care Facility
Construct a 12–24 kennel facility adjacent to the Saline County Detention Center. The facility will be built with materials and labor donated by local businesses and community members—keeping costs minimal and creating a sustainable, community-driven solution.

3. Utilize State 309 Inmate Work Programs
Maintain and operate the animal facility using State 309 inmates, modeled after successful programs in the Arkansas Department of Corrections and Lonoke County Sheriff’s Office. This approach reduces expenses while giving inmates meaningful work experience.

4. Partner with Local Rescue Organizations
Collaborate with local rescue groups and shelters to find homes for adoptable animals. These partnerships will help reduce euthanasia and ensure humane treatment for animals that can be safely rehomed.

5. Create Clear Disposition Guidelines
Amend the ordinance to establish a defined time frame and process for determining the disposition of animals housed at the facility, ensuring transparency and consistency in all cases.

6. Reallocate Resources for Dedicated Enforcement
Using existing county funds, reallocate resources to fund two full-time deputies assigned specifically to enforce all county ordinances—including animal control, illegal dumping, public safety hazards, and other nuisance issues.

These deputies will ensure that Saline County’s ordinances are not only on the books, but actively enforced—protecting property values, public health, and community standards.
